Barry Hinkle holds a Master Peace Officer license through the Texas Commission on Law Enforcement (TCOLE). Over his 28 years in law enforcement, Mr. Hinkle has extensive work experience in a variety of capacities ranging from patrol officer to chief of police.
Mr. Hinkle has provided training to law enforcement, fire fighters, telecommunicators and other public employees since 1989 covering a variety of specialization topics.
Mr. Hinkle's academic success includes a Business Administration (BBA) degree from Northwood University, and a Master of Science degree (MS) from Southern Methodist University.
Malcolm Jackson is a veteran of public safety service and one of only a few persons to have held licenses or commissions as a police officer, fire fighter, EMT and telecommunicator.
Mr. Jackson has served in law enforcement supervision and administration for over 40 years, and provided training to law enforcement, fire fighters, telecommunicators and other public employees since 1985 and covering a variety of specialization topics.
Mr. Jackson holds a Master’s Degree in Conflict Resolution from Southern Methodist University and instructs crisis intervention programs.
In addition, Mr. Jackson served as the training coordinator for over five (5) years at Tarrant County College (TCC), a major college police academy, where he worked extensively with the Texas Commission on Law Enforcement (TCOLE) on academy rules and curriculum development through his involvement serving on TCOLE committees. The TCC team earned recognition by TCOLE as a model college law enforcement academy.
Shawn Fannan is a tri-trained first responder holding the highest levels of firefighting credentials through the Texas Fire Prevention Commission (TCFP), and an Advanced peace officer license through the Texas Commission on Law Enforcement (TCOLE). He is also a licensed paramedic.
Chief Fannan, a Watauga native, is currently serving as fire chief with the City of Watauga-Department of Public Safety.
Chief Fannan is a 32 year veteran of the law enforcement community, holding a master peace officer license through the Texas Commission on Law Enforcement (TCOLE).
Chief Fannan academic successes includes a Bachelor of Science Degree is in Occupational Health & Safety in Fire Science, and a Master of Science degree in Organizational Leadership.
Jay Hinkle is a tri-trained first responder holding the highest levels of firefighting credentials through the Texas Fire Prevention Commission (TCFP), and an Advanced peace officer license through the Texas Commission on Law Enforcement (TCOLE). He is also a licensed paramedic.
Over his 26 year career as a firefighter/paramedic, Mr. Hinkle has extensive work experience in a variety of capacities ranging from firefighter to fire chief.
Mr. Hinkle has 14 years of law enforcement experience focused on fire investigations, and explosives detection.
