TCOLE’s web-based map of existing contract training providers reflects three areas of Texas that are either unserved or underserved when it comes to providing access to legislatively-mandated and certificate-based training courses: west and west central Texas, the panhandle region, and deep northeast Texas.
We all know the challenges of finding required courses as the end of the 2-year training unit and 4-year training cycle deadlines approach. PPI recognizes the hardship this creates for agencies in these underserved regions in terms of both access and cost. PPI intends to focus on serving the underserved areas of Texas for peace officers, county jailers, telecommunicators, fire and arson investigators and other TCOLE licensees.
PPI’s approach is to provide the needed training courses by traveling directly to the underserved areas on a regularly scheduled rotational basis, and coordinating with agencies that are not current contract providers in hosting critically needed legislatively mandated and certificate-based courses at those agency facilities.
PPI also expects to coordinate with agencies that have highly qualified instructors and subject matter experts within their agency to facilitate the reporting of training on their behalf when that training is conducted in accordance with PPI and TCOLE standards.
The term “paradigm” literally means “example, model or outstanding example of style” and for PPI Training Division are rooted in the recognized “paradigms of training.” Paradigm, as it relates to teaching and learning within public safety and public service education, represents the process of providing quality instructional programs that result in expanded knowledge, skills and abilities designed to enhance the effectiveness and efficiency of those who chose to truly engage the learning process.

The principles of servant leadership began centuries ago in one form or another, and Robert K. Greenleaf formalized them in the 20th century. Greenleaf recognized the seeming opposites of a servant and a leader; yet, he recognized that their co-existence created a successful leader regardless of the individual’s hierarchal position, authority, or title.
As such, anyone could become an effective leader by adhering to the Servant Leadership principles. Servant Leadership embodies a philosophy and action that enriches the lives of all of those touched by its processes, thereby resulting in better organizations, which in turn begets a better world in which we all live.
The Ten Principles of Servant Leadership include:
• LISTENING – Listen with intent and deliberation to what is said, and what is not said.
• EMPATHY – Make a concerted effort to understand others and to build them up.
• HEALING – Create a healthy work/life balance, help others feel truly valued.
